§ 67. Application for Activity Licence
(1) The following persons may apply for an activity licence:
1) Estonian citizens with active legal capacity who reside permanently in Estonia;
2) legal persons registered in Estonia whose articles of association or statutes include at least one of the areas of activity specified in subsection 66 (1) of this Act as an area of activity.
(2) An activity licence shall be granted if the applicant:
1) has appointed a person responsible and his or her substitute pursuant to §§ 38 and 39 of this Act;
2) has other conditions, established by law or legislation issued on the basis thereof, available for activities in the area of activity specified in the application for the activity licence.
(3) In order to be granted an activity licence, an application shall be submitted which sets out the following:
1) the weapons and ammunition related area of activity in which the applicant wishes to engage;
2) the place of business;
3) the desired period of validity of the activity licence if shorter than five years.
(4) The following shall be annexed to an application for an activity licence:
1) copies of the foundation documents, articles of association or statutes of the applicant;
2) a list of partners and shareholders who hold over 5% of the share capital in the company applying for the activity licence, and a list of the members of the management board and supervisory board of the company which sets out the given names, surnames, personal identification codes and residences of natural persons and the full name, seat and commercial registry code of the legal person;
3) information concerning the person responsible and his or her substitute (given name, surname, personal identification code, residence and telephone number), and certification that the corresponding examination has been passed;
4) a list of employees who are involved in the handling of weapons and ammunition, which sets out their given names, surnames and personal identification codes;
5) a certificate concerning the compliance with the requirements of the weapons storage room, which sets out the address and the telephone number of the storage room and the means used in order to ensure the security and guarding of the room, or a copy of a contract entered into for the period of validity of the activity licence for rental of a weapons storage room;
(4.1) Before application for an activity licence, the applicant shall pay a state fee.
(5) Upon application for an activity licence for maintenance of a firing range or field firing range, the following shall be annexed to the application in addition to the documents provided for in subsection (4) of this section:
1) an inspection report concerning the compliance of the firing range or field firing range with the established requirements as verified during an inspection conducted by the local government with the participation of representatives of health protection, environmental protection and firefighting supervisory bodies;
2) a noise measurement report;
3) the layout and perspective view;
4) in the case of a new firing range, authorisation for use of the structure.
