Article 11:
L'importation des armes légères et de petit calibre, munitions et engins visés aux articles 5, 6 … de la présente loi n'est possible que moyennant une autorisation spéciale lorsque ces armes sont destinées:
- aux Forces Armées de la République Démocratique du Congo;
- à la Police nationale Congolaise;
- aux personnes autorisées à les détenir en vertu des dispositions de la présente loi;
- à l'exportation.
En cas de nécessité, l'arrêté d'autorisation détermine les quantités permises à l'importation et fixe les mesures de sécurité pour leur transport, leur transit et leur conservation.

Article 11:
The import of small arms and light weapons, ammunition and equipment, listed in articles 51, 62… of this Act, is only possible with special authorisation when these firearms are intended for:
- the Armed Forces of the Democratic Republic of Congo;
- the Congolese National Police;
- persons authorised to possess under the provisions of this Act;
- export.
If necessary, the authorisation order shall determine the allowed quantities for imports and shall set the safety measures for transport, transit and storage.
[Note: This is the Proposed Act to amend the Ordinance 'Law No 085/035 of September 3, 1985, on the Regime of Arms and Ammunition', in line with the Nairobi Protocol for the Prevention, Control and Reduction of Small Arms and Light Weapons. The first 30 articles of the 2010 Proposed Act are relatively unchanged from the 1985 Law.]
