De verbodsbepalingen in artikel 2 zijn niet van toepassing ten aanzien van invoer, uitvoer, doorvoer en vervoer:
a. door of vanwege het Koninkrijk of Aruba;
b. toegelaten door de minister van Justitie of een door hem aan te wijzen ambtenaar, of met machtiging van deze door de korpschef of door degene die als diens plaatsvervanger is aangewezen, mits zulks geschiedt met inachtneming van de voorwaarden welke bij de toelating mochten zijn gesteld.

Article 3

The prohibitions in Article 2 shall not apply with respect to import, export, transit and transportation:

a. by or on behalf of the Kingdom or Aruba;
b. admitted by the Minister of Justice or an official designated by him, or with his authorization by the Chief of Police or by the person designated as his deputy, provided that this is done with due observance of the conditions which may have been imposed upon admission.
