Article 4

1. Allen die van het afleveren van vuurwapenen of van munitie aan particulieren een beroep of een gewoonte maken, zijn verplicht een doorlopend register te houden en daarin onverwijld aantekening te doen van alle door hen onder enige titel ontvangen of afgeleverde vuurwapenen of munitie.

2. Zij zijn verplicht daarin onverwijld te vermelden de namen en woonplaatsen, zowel van degenen van wie de voorwerpen afkomstig of voor wie deze bestemd zijn, als van hen uit wier handen zij de voorwerpen hebben ontvangen, of in wier handen zij deze hebben afgeleverd, en voorts datum en plaats van afgiften van de machtigingen, consenten, geleidebiljetten en permitten, die ingevolge deze landsverordening of de Wapenverordening aan bedoelde personen verleend mochten zijn, alsmede hetgeen verder door de minister van Justitie en Publieke Werken of een door hem aan te wijzen ambtenaar mocht worden voorgeschreven.

3. Zij zijn verplicht het register op eerste aanvraag ter inzage te vertonen aan elke der ambtenaren, in artikel 13 bedoeld.

1. All persons who make a profession or practice of delivering firearms or ammunition to private persons shall be required to keep a continuous register and to make an immediate record in it of all firearms or ammunition received or delivered by them under any title.

2. They shall be required to state therein without delay the names and addresses of the persons from whom the objects originated or to whom they are destined, as well as of those from whom they received the objects or into whose hands they delivered them, and furthermore the date and place of issue of the authorizations, consents, conduct tickets and permits, which pursuant to this National Ordinance or the Weapons Ordinance may have been granted to said persons, as well as anything else that may be prescribed by the Minister of Justice and Public Works or an official designated by him.

3. They shall be required to produce the register for inspection by any of the officials referred to in Article 13 on first request.
