Article 16
The license may not be granted to:
1 - Anyone under the age of 21.
2 - Whoever has been sentenced to a custodial penalty for a period of six months or more in one of the offences of assault on self or property, or more than two judgements have been passed against him in one of these crimes if it occurred within one year.
3 - Whoever has been convicted of a crime of assaulting the internal or external security of the state, of protesting or rioting, or of belonging to illegal groups.
4 - Whoever has been convicted of a crime of assaulting the internal or external security of the state, a crime of demonstration or riot, or a crime of belonging to illegal groups.
5 - Whoever has been convicted of a crime of explosives, manufacture, import, trade, repair, possession, possession or carrying of arms or ammunition without a license.
6 - Whoever has been sentenced to a custodial penalty for the crime of drunkenness, possession or possession of narcotics, theft or attempted theft, or concealment of stolen items.
7 - A person who has been convicted of any crime in which he used a weapon or was carrying a weapon during its commission, if its carrying is considered an aggravating circumstance.
8 - A person who has previously taken preventive security measures against him if the competent court has approved these measures.
9 - Persons previously admitted to hospital due to mental illness
