配备、配置枪支的单位和个人必须妥善保管枪支，确保枪支安全。

配备、配置枪支的单位，必须明确枪支管理责任，指定专人负责，应当有牢固的专用保管设施，枪支、弹药应当分开存放。对交由个人使用的枪支，必须建立严格的枪支登记、交接、检查、保养等管理制度，使用完毕，及时收回。

配备、配置给个人使用的枪支，必须采取有效措施，严防被盗、被抢、丢失或者发生其他事故。

Article 23
