Artículo 62-A. Lugares y Períodos Prohibidos
El Presidente de la República, a solicitud del Ministro encargado de la Seguridad Pública, en coordinación con el Ministro de la Defensa Nacional, podrá definir lugares y períodos en los que no se permitirá la portación de armas de fuego, a través del correspondiente Decreto Ejecutivo que deberá publicarse en el Diario Oficial, previa opinión del Concejo Municipal del Municipio a afectarse.
Los criterios sobre los cuales se tomará la decisión del Presidente de la República deberán basarse en los datos estadísticos de la Policía Nacional Civil, los cuales deberán señalar, al menos, una de las circunstancias siguientes:
a) Aumento de los índices de criminalidad;
b) Mayor incidencia en la utilización de armas de fuego para la comisión de delitos;
c) Aumento en las detenciones por tenencia, portación o conducción ilegal de armas de fuego o de armas de guerra;
d) Presencia de grupos delincuenciales en la zona o lugar;
e) Datos sobre venta o tráfico ilegal de armas en la zona o lugar; y,
f) Afluencia de personas en el lugar debido a actividades laborales, sociales, culturales, deportivas, religiosas o recreacionales.
El período durante el cual se restringirá la portación de armas de fuego no podrá exceder de sesenta días, sean días alternas o consecutivos o por horas; los cuales podrán ser prorrogados por igual período por el Presidente de la República a través del Decreto Ejecutivo correspondiente.
Tal prohibición no será aplicable a los sujetos mencionados en el inciso quinto del Art. 62…

Act No. 655 of 1999 on the Control and Regulation of Arms, Ammunition, Explosives and Related Materials
Article 62-A. Prohibited Sites and Periods
The president of the Republic, by request of the Minister in charge of Public Security and together with the Minister of National Defence, may define places and time periods when and where the carrying of firearms shall not be allowed, through the corresponding Executive Decree that will be published in the Official Journal, subject to the opinion of the Municipal Council of the Municipality that will be affected.
The decision criteria of the President shall be based on statistics of the Civil National Police, which shall indicate, at least, one of the following circumstances:
a) An increase of the criminality rate;
b) A greater incidence in the use of firearms to carry out crimes;
c) An increase in imprisonment rates for illegal ownership, carrying, handling of firearms or weapons of war;
d) Presence of criminal groups in the area;
e) Statistics on the illegal sale and trafficking of firearms in the area, and;
f) Affluence of people in a place due to work, social, cultural, sporting, religious or recreational activities.
The period during which the prohibition to carry firearms will take place shall not exceed sixty days, be these alternated, consecutive or per hours; and it may be prolonged by the same amount of time by the President of the Republic through the corresponding Executive Decree.
