Artículo 31. Requisitos para Fabricación
Las personas naturales o jurídicas que deseen fabricar armas, municiones, explosivos, artículos similares y accesorios, deberán presentar solicitud escrita ante el Ministerio de la Defensa Nacional, que deberá contener todos los datos que se señalan en el Artículo 16 literal a) de la Ley, acompañado de lo siguiente:
a) Original y fotocopia del Documento de Identidad Personal, o fotocopia certificada;
b) Matrícula de comercio;
c) Descripción técnica de las armas, municiones, explosivos y accesorios que se pretende fabricar;
d) Descripción técnica del proceso de fabricación y materiales a utilizar;
e) Contar con un lugar seguro y apropiado, cuya descripción de planos de ubicación y diseño del lugar donde funcionará la fábrica, deberán ser levantados por un profesional autorizado;
f) Descripción y diseño de la estructura de seguridad con que contarán dichas instalaciones; y,
g) Registrar en el Ministerio de la Defensa Nacional la maquinaria e implementos correspondientes…

Act No. 655 of 1999 on the Control and Regulation of Arms, Ammunition, Explosives and Related Materials
Article 31. Manufacturing Requirements
Individuals or legal persons wishing to manufacture firearms, ammunition, explosives, related materials, and accessories, must submit a written request to the Ministry of National Defence, which shall include all the information listed in paragraph a) of Article 16, together with the following:
a) Original and photocopy of the Personal Identity Document, or certified photocopy;
b) Business registration number;
c) Technical description of the firearms, ammunition, explosives and accessories to be manufactured;
d) Technical description of the manufacturing process and materials to be used;
e) Have a safe and appropriate place, with a description of the location plans and of the design of the factory where the manufacture shall take place, which must be realised by an authorised professional;
f) Description and design of the security structure which the factory shall have; and
g) Register with the Ministry of National Defence the machinery and instruments related to the activity…
