16. Procedure on transfer
(1) Subject to sections 17, 18 and 19, any person who sells, transfers or otherwise parts with the possession of any firearm or ammunition to any other person except a licensed firearms dealer, unless that other person produces a firearm licence authorizing him to possess that firearm or ammunition or shows that, it respect of that firearm or ammunition, he is exempted under section 15, commits an offence and is liable on conviction to a fine not exceeding £50.
(2) Subsection (1) shall not apply in relation to the sale, transfer or parting with possession of an airgun to a person of the age of fourteen years or more, but shall otherwise have effect as if a firearm licence were required for a person to possess an airgun.
(3) Any person except a licensed firearms dealer who has sold or permanently transferred any firearm to any other person shall, within seven days of the sale or transfer, notify the chief police officer of the name and address of the purchaser or transferee and shall deliver to the chief police officer his certificate of ownership of the firearm concerned.
