In Papua New Guinea, where the prevalence of small arms-related crime is a matter of increasing concern, a moratorium on new licences for shotguns, pistols, and high-powered firearms has been in effect since August 2000. In theory, this should place a cap on the total number of firearm licences in Papua New Guinea.

It is still possible, however, to acquire a 'licence to carry', which may create a loophole for further firearm purchases. Existing firearm licences can also be transferred from one approved person to another.
