Facteurs favorisant la phénomène de la prolifération et de la circulation illicite des armes légères et de petit calibre au Tchad.
Les facteurs qui font perdurer ce phénomène tirent leur origine sur les considérations politiques ou des faits sociaux. Ils sont multiples et variés dont entre autres ceux ci-après retenus:
- La récurrence des conflits et crises internes;
– Les ingérences à travers le soutien de tous ordres aux organisations d'opposition armées;
– La proximité avec les pays en conflit;
– Les conditions insatisfaisantes de réinstallation et de réinsertion des anciens détenteurs des armes démobilisées (dont certains ne réintègrent pas leurs armes de dotation);
– La difficile cohabitation civiles et militaires qui ne favorise pas la coopération en vue de lutter efficacement contre ce phénomène;
– Le sous-équipement des forces de sécurité, notamment dans le domaine logistique et des moyens de communication;
- Le manque d'intensification des opérations conjointes de lutte dans le cadre de la coopération interétatique en matière de sécurité.

Evaluation and Factors Facilitating the Illicit Circulation of Small Arms and Light Weapons
Factors accelerating the phenomenon of the proliferation and the illicit circulation of small arms and light weapons in Chad.
The factors perpetuating this phenomenon result from political considerations and social facts. They are multiple and varied, and include the following:
- Recurrence of conflicts and internal crises;
- Interference through the provision of support of all kinds to armed groups;
- Proximity to countries in conflict;
- Unsatisfactory conditions of the reinstallation and reintegration of demobilised former arms owners (some of which do not return their service firearms);
- Difficult military/civilian cohabitation which does not favour cooperation to effectively fight this phenomenon;
- Under-equipped security forces, especially in the area of logistics and communication means;
- The lack of intensification of joint operations of interstate cooperation on security to fight this phenomenon.
