The transitional penal code specifies that offences are punishable with a fine or arrest.
However, no further details are given as to the nature of the fine or the possibility of imprisonment. The process of developing new legislation should include consultations with the governments of other countries in the region so as to ensure the introduction of harmonised, heavy minimum standards, as required by the Protocol for the GLR and HoA.
