Marking and Control of Manufacturing - Gun Manufacturer Record Keeping

Operating records of weapons and ammunition are kept in order to control the manufacturing of small arms, light weapons and ammunition and trace their movements during transfers to Belarusian and foreign legal persons.

No companies in Belarus are currently manufacturing small arms and light weapons. Nevertheless, article 19 of the weapons act provides that military weapons and ammunition are produced by State-owned entities that have a special license for that purpose. Legal persons producing weapons ammunition must monitor production and ensure its safety, quality control and integrity.

The procedure for issuance, extension, suspension or termination of licenses for the production of military goods (including small arms and light weapons) in Belarus is determined by Presidential Decree No. 459 of 21 October 2003 on the procedure for licensing activities related to specified items (works, services).

Belarusian legislation establishes criminal penalties for the illegal manufacture of small arms and light weapons.
