La loi réglemente l'importation, l'exportation, le transit et… d'armes et munitions, toutefois elle n'exige pas que les armes faisant l'objet de ce transit soient marquées. Les armes importées doivent être marquées pour faciliter le traçage de ces armes (article 12).
