(1) On application in the prescribed manner and payment of the prescribed application fee by any person other than a person younger than 18 years or a disqualified person, the Inspector-General may, on payment of the prescribed licence fee, but subject to the provisions of this section and sections 7 and 30(2), issue to such person a licence to possess the arm described in such licence…
