Import / Export Licensing System for Arms, Military Equipment and Dual-Use Goods

Import/export licenses for arms, military equipment and dual-use goods are also granted by the Ministry of Foreign Economic Relations under the Law on Trade in Weapons, Military equipment and Dual-Use Goods (Official Gazette of Serbia Montenegro. Nos. 7/05 and 8/05).

The Law was initially implemented by the institutions of the State Union of Serbia and Montenegro. Subject to Article 20 of the Law, before granting the license for such trade the competent Ministry will seek the opinion of the Ministries responsible for foreign affairs, defence and home affairs.

It should be borne in mind in this context that the Ministries of Defence and Foreign Affairs may refuse to authorize the granting of a licence whereas the Ministry of Internal Affairs (MIA) has no such authority.
