Export Controls

An essential requirement for granting a license is an end-user certificate (or international import certificate) or other document issued by a competent authority of another State (or international organization) which sets out the obligations regarding the use of specified items (goods, services) for the declared purposes only and the prohibition of their re-export or transfer to a third country without the consent of the competent Belarusian authority.

The end-user certificate must be authenticated unless otherwise provided for by international agreements to which the Republic of Belarus is a party.
