Stockpile Management and Security
Issues relating to management of existing stockpiles of small arms and light weapons and rules for their safe storage are also regulated by orders, instructions and other internal documents of the Ministry of Defence, internal affairs agencies and border and special services. On the basis of these documents, the Republic of Belarus has established and is operating a streamlined system for equipping and maintaining storage sites for small arms and light weapons. The system also controls the use of, record-keeping for and transportation of small arms and light weapons held by the corresponding government authorities. Significant attention is given to the system of weapons handling training.
National stockpiles of small arms and light weapons are stored in reinforced concrete or brick storage facilities which have a fire alarm system, guards and double barbed-wire fencing. Personnel access to these small arms and light weapons storage facilities is severely restricted and regulated.
At military units, firearms are stored in special weapons storage containers which are equipped with alarms and placed under 24-hour guard. The personal weapons of military officers and warrant officers are kept at the military unit headquarters in specially equipped facilities.
Small arms and light weapons are transported by motor vehicle or rail transport accompanied by armed guards. Weapons are transported separately from ammunition and by different means of transport, an essential principle for the safe transport of small arms and light weapons.
