Informal and Criminal Holdings

Informal and criminal holdings are the most difficult to estimate.

There are no official records of illicit small arms holdings; that is, unregistered weapons possessed by individuals or companies.

Some of these weapons are used by criminals to carry out illegal activities.

For the purposes of this report, unregistered firearms that are not in the hands of criminals are referred to as 'informal holdings'; illicit firearms that are in the hands of criminals make up 'criminal holdings'…
