8. Government Amnesty to Armed Rebels

The Government of Uganda in the year 2000 enacted the Amnesty Statute that provides for amnesty from prosecution to encourage voluntary surrender of armed combatants fighting government.

The law mandates the Amnesty Commission to oversee disarmament, demobilization and reintegration of ex-combatants. By July 2005 the Commission had facilitated the voluntary surrender of 16,100 ex-combatants and recorded over 4,000 small arms as surrendered. Over 5,000 ex-combatants had been reintegrated in society.
