32. General Penalty.

(1) Any person who is guilty of an offence against this Act shall, unless otherwise specially provided, be liable on summary conviction to a fine not exceeding five thousand dollars or to imprisonment for any term not exceeding two years, or to both such fine and term of imprisonment.
