Based on available data, the total number of legal firearms held by state agencies who provided data for this survey, civilians and private entities increased between 2012 and 2016, from 311,410 firearms in 2012 to 376,151 by 2016, a steady increase of 20.8%. In all, 77.3% of the total legal firearm holdings in 2016 were in civilian hands, while 21.4% were held by state agencies. (9) Only 1.3% were held by private entities. This does not include the number of reserve SALW held by the Ministry of Defence, which was classified.

The number of firearms in the hands of state agencies is likely to be higher than the figures given as data was not available for other state agencies authorized to hold firearms, such as the Forest Guards, Ministry of Justice and the Indirect Taxation Authority
