While no data from the survey was available regarding estimated illicit civilian firearms possession, the Montenegrin authorities cited the estimate from their 2013 SALW Control strategy, of 40,000 to 100,000 illicit SALW in civilian hands.
The number of reported cases of illicit firearm possession amongst civilians fluctuated over the five-year period but rose to 333 by 2016. There was a total of 1,381 reported cases of illicit firearm possession across all five years. While no data was available on the number of firearms permanently confiscated, a total of 2,108 firearms were temporarily confiscated.
