General restriction upon carrying firearms and ammunition in public

21. (1) A person shall not carry any firearm or ammunition in any public place unless at the time when he carries such firearm or ammunition he has about his person a licence, certificate or permit granted by the Authority, authorising him to carry such firearm or ammunition in such place and, if such place is a place to which section 22 applies, a Firearm User's (Special) Permit authorising him to carry such firearm or ammunition in such place on such occasion.

(2) Every person who contravenes subsection (1) shall be guilty of an offence, and on summary conviction before a Resident Magistrate shall be liable to a fine not exceeding two hundred thousand dollars or to imprisonment with or without hard labour for a term not exceeding twelve months.
