The Arms Trade Treaty (ATT) establishes a regulatory and reporting baseline for all member states. Each year, member states are expected to submit an annual report detailing their conventional arms transfers, including for small arms,1 for that year.
Data provided in ATT annual reports is not uniform. As ATT annual reports are largely designed to quantify transfers of large conventional arms including tanks, military aircraft and naval vessels, reporting states may be less able to provide accurate figures for small arms transfers. For those that do, category definitions, indicators (i.e. approved exports versus actual exports), and metrics (i.e. number of weapons versus their value) may vary from state to state.
