Facing strict regulation by the government, many people in Vietnam started creating and inventing their own weapons.

For example, during the first three months of 2009, the Public Security Forces arrested 449 subjects for illegal weapons, collecting a large number of improvised guns, homemade explosives, and land mines.

Under such circumstances, on June 25, 2009, the Prime Minister of Vietnam issued a new decree, once again ordering ministries, government officials, and security forces to tighten the control over weapons and explosives.
