Item 9.5: Firearms Licensing - Policies, Procedures and Problems

There are no defined criteria for 'fit and proper'. Experience in this and other licensing fields has proved that it is highly undesirable to attempt to lay strict guidelines. Every case must be considered on its merits. However there are obvious factors which must be taken into account.

Examples include:

1) Criminal convictions - especially violence, drugs, drink/drive offences and those against the Arms Act. Recency is very relevant.
2) Domestic discord
3) adequacy of reason for wanting any, or a particular type of, firearm
4) Attitudes to using firearms for self defence
5) Emotional and mental stability."
