The Spread and Control of Small Arms in Albania
[O]ne particular area of weakness is Customs and border control. Albanian borders remain porous and corruption is reportedly prevalent among monitoring authorities (author's interviews with officials at the UNDP, OSCE, European Commission and Albanian Ministry of Foreign Affairs (MFA) (1), Tirana, Albania, March 2003 and June 2008; author's correspondence with officials, August 2004; Peza 2001; Misha 2002; Human Rights Watch 2003; Saferworld 2005, 36-7).
Customs agents and border authorities are, according to officials, charged with the responsibility of monitoring and verifying weapons shipments imported into, exported from and transited through Albania, but they say that they lack personnel, training and technological equipment. According to officials in the Albanian Ministry of Public Order (the chief Ministry for law enforcement), the country's capacity to enforce gun laws and stop arms trafficking is minimal. Although some reports of gun seizures have been publicly reported, there is little evidence of arrests, prosecutions and penalties (Associated Press 2003; Barnett 2005)…
