Este Reglamento clasifica las armas, municiones y explosivos industriales, afines y sus materias primas en prohibidas y permitidas, regula la inscripción, adquisición, fabricación, tenencia, portación, importación, exportación, venta, comercialización, instalación de dispositivos de seguridad y uso de estos, tanto para los entes estatales, cuerpos policiales, como para personas físicas y jurídicas, establece los trámites y procedimientos pertinentes a seguir en toda solicitud y permiso que deba ser autorizado por el Departamento. Además, regula la utilización y el funcionamiento del Sistema para el control, portación de armas y seguridad privada, denominado en adelante Sistema.

Article 1. Scope of Application

This Regulation classifies arms, ammunition and industrial explosives, similar products and raw materials in two categories: prohibited and permitted. It regulates their registration, acquisition, manufacture, possession, carrying, import, export, sale, marketing, installation and use of security devices, by State forces and agencies, as well as by individuals and legal entities. It sets formalities and procedures to be followed in any application and permit to be authorised by the Arms and Explosives Control Department. Finally, it regulates the use and functioning of the System for the control and carrying of firearms and private security, hereinafter called the System.
