Issue of Permits to Import Firearms or Parts of Firearms

(2) Without limiting the discretion conferred by subsection (1)(b), no application for a permit for the purposes of section 16(1) in respect of —
(a) a pistol, military style semi-automatic firearm, or restricted weapon; or
(b) parts of a pistol, military style semi-automatic firearm, or restricted weapon, - shall be granted otherwise than by the Commissioner who shall first be satisfied that there are special reasons why the pistol, military style semi-automatic firearm, or restricted weapon or parts to which the application relates should be allowed into New Zealand.
