13. General Restriction on Repair and Transfer of Firearms and Ammunition
(1) A person shall not undertake the repair, test or proof of a firearm or ammunition for any other person except under and in accordance with the terms of a Gunsmith's Licence.
(2) A person shall not sell or transfer a firearm or ammunition to, or repair, test or prove a firearm or ammunition for, any person whom he or she knows, or has reasonable cause to believe, to be a restricted person,1 or to be drunk or of unsound mind or, at the time, otherwise unfit to be entrusted with such a firearm or ammunition.
(3) Every person who contravenes this section commits an offence.
