Article 150
Le ministre chargé des douanes peut délivrer aux armuriers un agrément d'une durée maximale de trois ans pour transférer, sans obtenir au préalable le permis mentionné à l'article 149,1 vers des armuriers établis dans les autres Etats membres des armes, des munitions et leurs éléments mentionnés à l'article 148.2
Cet agrément ne dispense pas de l'obtention de l'accord préalable de l'Etat de destination, si ce dernier l'exige, ni de l'établissement d'une déclaration de transfert. Celle-ci doit indiquer les références de l'accord préalable ou de la liste d'armes, de munitions et de leurs éléments pour lesquels l'Etat de destination n'exige pas d'accord préalable et celles de l'agrément du ministre chargé des douanes ainsi que les modalités de transfert et les caractéristiques des biens transférés. La déclaration de transfert accompagne les biens jusqu'à destination. Elle est présentée à toute réquisition des autorités habilitées.
Lorsque la déclaration de transfert concerne des armes à feu ou leurs éléments, elle est présentée ainsi que ces biens auprès du service des douanes avant le jour du transfert selon des modalités fixées par arrêté du ministre chargé des douanes.
Un exemplaire des déclarations de transfert de munitions et de leurs éléments est transmis par l'armurier agréé à l'administration avant la réalisation du transfert selon des modalités fixées par arrêté du ministre chargé des douanes.

Decree No. 2013-700 of 30 July 2013 on the Implementation of the Act No. 2012-304 of 6 March 2012 on the Establishment of a Modern, Simplified and Preventive Control of Weapons
Article 150
The Minister in charge of Customs may issue to armourers [gun dealers] an authorisation to transfer, valid for three years maximum, without first obtaining the permit referred to in Article 149,1 [and] to armourers established in other Member States, firearms, ammunition and their components referred to in Article 148.2
This authorisation does not dispense with obtaining prior authorisation from the destination State, if the latter requires it, nor from obtaining a transfer declaration. [The transfer declaration] must indicate references to the prior authorisation or the list of firearms, ammunition and their components for which the destination State does not require a prior authorisation, and those of the authorisation from the Minister in charge of Customs, as well as conditions for the transfer and characteristics of the concerned goods. The transfer declaration follows the goods to destination. It is presented whenever requested by competent authorities.
When the transfer declaration concerns firearms or their components it is presented, as well as the goods, to Customs services before the day of the transfer, according to conditions set by order of the Minister in charge of Customs.
A copy of the declaration of transfer of ammunition and their components is submitted by the authorised armourer to the Administration, before the actual transfer and according to conditions set by the Minister in charge of Customs.
