Any person legally residing in Paraguay who does not have a judicial record can purchase a firearm. According to José Maria Amarilla, a specialist in intelligence, people can go to an armoury, pay a part of the cost, and the armoury is in charge of processing the permits so that the client can later pick up the merchandise.
"This process takes between three days and a week to collect the weapon registered with the Directorate of War Materiel with a blue card that certifies that the person is a legitimate firearm owner.
