High Presence of and Easy Access to Small Arms

[S]ince 2005 the Somaliland Government with support from the UNDP has registered more than 14,000 small arms through a voluntary license and registration programme based on the terms of the currently debated bill.

But registration of all 550,000 small arms [in Somaliland] remains a long way off and although the draft bill regulates privately owned weapons in more details than the old law it still leaves certain questions unanswered.

[Note: This estimate of 550,000 small arms in civilian possession, extrapolated from household surveys, applies to the territory of Somaliland in Somalia's north. A rate of firearm ownership based on this estimate may not be representative of Somalia as a whole - GunPolicy.org].
